Lower 9th Ward Neighborhood Empowerment Network Association (NENA) was founded in the spring of 2006. After the devastation caused by the storm, NENA, a grassroots community organizing entity provided immediate support to the residents of the Lower 9th Ward. NENA, whose goal is to repopulate the Lower 9th, began implementing sustainable programs such as Minor Repairs and Rebuild.

 

    Lower 9th Ward's History
     In Louisiana's colonial era this was plantation land. The portion closer to the river was developed for residential use at the start of the 19th century at the same time as the by water area. In 1834 the United States Army established the Jackson Barracks here. As late as the 1870s the area behind St. Claude was still mostly small farms with scattered residences, and the area on the "woods" (away from the river) side of Claiborne mostly undeveloped cypress swamp. What became the Lower 9th Ward did not become distinct from the parts of the 9th Ward just upriver until the Industrial Canal was dredged at the start of the 1920s, bisecting the 9th Ward. At this time, people started referring to the area "above" (up river) from the Canal as the "Upper" 9th Ward, and this area as the "Lower". The Industrial Canal prompted development of the land farther back along the Canal, and provided steady work for labor in the area. As shipping became containerized in the later 20th century, demand for labor declined with negative economic consequences on the neighborhood
     Complete new design and construction of a 2 bedroom / 2 bath home. Homeowner picks her floor plan of choice and all cosmetic choices from flooring, cabinets, roofing, countertops, light fixtures and interior/exterior colors. The plan consists of  hurricane rated windows, roofing, siding and overall structural integrity. Engineering of all systems create maximum energy efficiency and qualification of  Energy Star Compliant designation.  

    Project consisted of assisting the homeowner from recovery of the situation of contractor fraud. NENA completed design and scope of work package to acquire pricing for completion of home. We were able to help this homeowner complete construction and provide the expertise necessary to improve upon the initial issues faced to get their family back into their home.

The owner even contributed their own help in rebuilding their home. 


     Want to know what's been going on at NENA's monthly Community Meetings? 

     NENA's 1st CPR class was sponsored and held at The American Red Cross located at 2640 Canal St. This free class was offered only to a selected group of members of Lower 9th Ward NENA. During this fun, energetic, and informative class, members were taught how to resuscitate others in need of help.

    ·         The  U.S. Department of Housing and Urban Development (HUD) has approved NENA to be a Housing Counseling Agency.

    ·         You can register for disaster food stamps at NENA. One of our trained staff members will assist you.

    ·         Dr. King Charter School was the first school to open in the Lower Ninth Ward after Hurricane Katrina.
